The birdforum.net people think it might be a Broad-winged Hawk.

At the end of October at Dry Tortugas there were lots of hawks and falcons, and fewer smaller birds than on my other visits. Some new or almost new ones for me were Black-throated Green Warbler, Nashville Warbler, Magnolia Warbler, Wood Thrush, and white Tricolored Heron. There just a few of the more common Warbler species, and no other migrants except the Catbird and the raptors.

This one remains unidentified.
