Definitely not a phoebe - much louder, much deeper fuller tone. Volume-wise and tone-wise it was on the order of a woodpecker's volume - but was just the two short notes, one rising, one falling, then a long pause before the next...unlike woodies that usually have a series of 8-10 or more trills or notes.
