Non-migratory osprey

An osprey has been seen daily at Hoechoka Hammock, Sawgrass and University. This is the first year that a summer residence is recorded for that bird on this site. Aren't they generally said to be migratory from Broward county in summer and only resident in Dade/Monroe for summer?
