I couldn't get a picture because they flew off when another car came by. At first I thought maybe Peregrine falcons because I've seen a lot of them in Miami over the years but only up on wires or flying. Never up close or on the ground. Maybe about 12", long yellow legs, brown and white not grey. When I looked in my field guide the peregrines had more feathers on their legs and looked more grey than brown.
