I agree that there is some type of metallic ring around the bird's left leg. But it's not a band in the sense of a USFWS numbered aluminum band placed on it by a bander. It looks more like the type of band that an aviculturist uses.

I'm not sure what (if anything) the ring means relative to the bird missing its lower mandible, but it's pretty obvious that this bird is doomed to starve very soon -- there's no way that it can forage normally.
