Yes, it's the same species. The American Ornithologists' Union recently changed the English name of Black-hooded Parakeet to Nanday Parakeet.
And by the way, the wide white orbital ring shown on caged Nandays is NOT present in Nandays in the wild. I'm guessing that the orbital ring darkens to dark gray from exposure to the sun.
