When I was a vet intern at the SFWC, we had a peacock that had the same symptoms a sthis spoonbill. It turned out that the bird had sarcoptic mange, the same mange caused by a skin mite which causes mammals such as raccoons and canines to lose their fur. It appears that the same mite also (rarely) affects birds.
That's what it looks like to me.
