The mornings are best as that's when the birds are actively feeding,bathing,courting, etc. I stop by in the evening a couple of times a month, but am usually similarly disappointed. The birds are still there in the evenings, of course, but since the park is densely wooded, unless something moves or calls you likely won't see it (I've seen 50 warblers fly into one small tree and 'disappear'). Also, it's important to note that often much of the activity is along the road and around the perimeter and not necessarily along the boardwalk. The SB Orioles were in an oak tree on an island in the middle of Turtle Run Blvd., the Flicker nest at the NW corner of the park.
