R Hardy Matheson Preserve - open to the public?

I would like to visit this county preserve (not Matheson Hammock) at 11100 Old Cutler Rd., but from looking at the Google map photo, it appears that it is gated and fenced. Does anyone know the hours it is open? Thank you.
