RFI Dry Tortugas

I will actually have some money soon, and in addition to a pelagic trip I was considering a day trip to the Dry Tortugas. I have two questions, though: 1) how late in the summer do the terns and especially the boobies stay? If I go as late as mid-August, will I be likely to see them? and 2) How much will I be able to see from Fort Jefferson with a scope?
