It's a bit hard to tell, but the throat looks dark to me, in which case it would be B.j. umbrinus (Florida Red-tailed Hawk), not B.j. borealis. Although the throat on umbrinus is not always dark, the throat on borealis is normally white.

Then there's your "Swainson's" Hawk, which looks a lot like a young Red-tailed. In the photo, the wings don't look long enough for Swainson's, and it appears to have a patagial mark.
