DESCRIPTION
The Great Florida Birding Trail is wildlife conservation and rural economic development program that identifies bird watching sites throughout the state and promotes them internationally to birding tourists. The mission of the program is to conserve and enhance Florida's wildlife habitat by promoting bird watching activities, conservation education and economic opportunity. The Birding Trail Manager will report to the Wildlife Viewing Section Coordinator, and will be responsible for Trail promotion, public speaking engagements, publication development, meeting coordination, strategic planning, grant administration and interim supervision of the section staff assistant, in the Coordinator's absence.
DESIRABLE KNOWLEDGE, SKILLS and ABILITIES
Competent Florida bird ID skills; Willingness to travel occasionally overnight; Comfort and proficiency with public speaking and teaching all ages and walks of life; Familiarity with or ability to learn Florida's diversity of habitats, land management techniques, and ability to gauge health of habitats and management needs; Diplomacy in dealing with conflicting user groups, landowners, and tourism professionals; Strong problem solving skills, an ambitious work ethic, and an ability to multi-task and work quickly without sacrificing quality; Strong writing and project management skills; Demonstrate commitment to the Birding Trail s goal of bird conservation and innovative, farsighted vision for achieving that goal; Comfort in rural, remote field settings as well as urban environs; Fluency with database (Access), word processing (MSWord) and budget administration software (Excel) for PCs; Knowledge of state purchasing and accounting rules; Strong English spelling and grammar; Polite demeanor in dealing with the public, regardless of complaints or compliments; Ability to lift ~ 35 lbs. Spanish proficiency, ArcGIS and web design experience a plus, but not necessary.

EDUCATION
A Bachelor's degree in biology, wildlife ecology or related field required.

JOB DUTIES

This position assists with the Trail promotion and expansion, and may include more planning/policy aspects as skill and experience allow.

5% Administration: Supervise Staff Assistant in Coordinator s absence; File timesheets, requests to incur travel, travel reimbursements and purchasing card charges accurately and quickly; Complete purchase orders, Requests for Statement of Qualifications and Requests for Proposals as needed; assist Coordinator with strategic planning for the Birding Trail program.

5% Budget: Write quarterly reports, for coordinator's approval; assist with budget tracking, spending authorization requests and legislative budget requests.

Revenue Generation: Collaborate on fundraising initiatives; coordinate merchandise development, marketing, distribution and fulfillment; sell merchandise while attending festivals and presentations.

25% Trail Coordination: Work with local economic development groups to focus influence of birding dollars; Provide land managers and communities with current information on best land management practices, grant opportunities and economic development information; Coordinate groundbreaking event for final section of the statewide trail: South Florida; Work with appropriate regional resources to identify regional bird conservation issues and identify ways to address them through the Trail program; Implement conservation stewardship programs, where appropriate and as time permits; oversee the development and maintenance of an interactive website for the Birding Trail; coordinate ongoing maintenance of the original sections by the addition/removal of sites and keeping existing descriptions current; collaboration on Trail user satisfaction and economic impact surveys.

25% Highway Signage: Learn the highway signage process and coordinate highway signage planning and implementation in Panhandle and South Florida, and highway signage inventory and maintenance in East and West Florida.

25% Promotion: Represent Trail at various festivals; Give presentations on the Birding Trail for the public, by request; Contribute material to semi-annual Birding Trail updates; Contribute to and/or write regular Birding Trail features for various print media; Maintain contact with Trail communities.

1. Responsible for timely and accurate processing and/or approval, as appropriate, of vendor invoices and warrants for payment of goods received or services rendered to avoid automatic interest penalty payments to said vendors. Responsible for adhering to the provisions and requirements of Section 215.422, F.S., related to State Comptroller's rules and Florida Fish and Wildlife Conservation Commission invoice processing and warrant distribution procedures.

2. Courteously assists Commission constituents to resolve questions or problems they may have in matters relating to the Commission, its programs or fish and wildlife conservation generally. Seeks to garner public support for agency objectives and programs by serving Florida's citizens in a positive and pro-active manner.

COMPENSATION: $29,433.04/annually, plus a competitive benefits package including health care, paid holidays and the possibility of earned compensatory leave.
