I took a late afternoon walk around my Falls neighborhood yesterday and saw an interesting dispute occurring between these 2 birds. The hawk was perched on the top of a Norfolk pine, which was probably a prime watching spot. The Merlin tried fearlessly for 15 minutes to chase the hawk off the tree by swooping at it and screeching. In the end, the hawk remained and the Merlin retreated to a nearby palm!
