For Black Rail, try your luck at the Holey Land/Rotenberger Wildlife Management Areas at the Palm Beach/Broward border off of US 27. If you happen to hear one, make sure it's not a mockingbird mimicking one (I'm serious, just ask Paul Bithorn). Gull-billed Terns can be seen from the Flamingo Visitor Center in Everglades National Park. Just look out to the bay flats at low tide. They can also be seen at the sod/rice farms (when they're flooded) along either side of US 27 and Bolles Canal Road (CR827 I believe) in Palm Beach County. The tern will be the easier find of the two birds. Consult the Florida Atlas and Gazeteer from DeLorme to find and get around these areas better.
