Though Mitred Parakeet may meet the ABA and the FOSRC's definition of established, this needs to be documented in some sort of published paper, that assesses duration of establishment, population size and distribution, and sorts out the mess of similar, potentially hybridizing congeners. Until that is done, it cannot be added to either list.
