The Blue-crowned Parakeets hang out in the parking lot of the Jewish Community Center on Miami Beach all day long. It's located just north of 41st Street on Pinetree drive. It's a guaranteed spot.
I live on 46th and Michigan on Miami Beach and the Chestnut-fronted Macaws fly over throughout the day but I don't know where they roost. The White-eyed are sometimes in the Black Olive trees on the corner but I don't know where they roost either.
Pinetree Park, just north of the Community Center on Pinetree Dr. often has Scaley-headed Parrots.
