Gull with black bill -- ID?

I saw this gull in a flock of Ring-billed Gulls this morning on the West Miramar ESL (Water Conservation Area, Harbour Lakes mitigation reservoir). It did not otherwise stand out except for an apparent fully black bill. It was possibly a bit slimmer. The flock did not alight and the bright sun was bad for comparing their wing tops.
