According to the winter 1995-96 FOSFOC report in Florida Field Naturalist 24(3), Couch's has been verified.

"Couch's Kingbird: 1 W of US-27 on the Broward/Palm Beach county line 1 Feb-2 Mar (A. and B. Liberman, C. Kilmer et al., photo by Alice Smith to FOSRC, specimen to University of Central Florida, Orlando) was the first verified Florida record."

Of course, Tropical, Western and Cassin's Kingbirds also occur in Florida and tail wear and molt can complicate the ID of these birds, even at the level of Western vs. Cassin's vs. Tropical/Couch's.
