Hi Vanessa,
Roseate Terns have been, in more recent times, observed along the Rickenbacker Causeway and Crandon Park beach. That said, it wouldn't surprise me, given the recent storms, that an individual would be observed in Biscayne National Park. They are known to nest in the Marathon Government Center and forage in the surrounding area.
