Many listers view the FOSRC as an opposition because they often reject birds that may or may not be introduced or escaped. They are a conservative body, and I think it is more important that they carefully accept and reject birds rather than allow for a misrepresentation of bird species that may be of an assisted provenance.

In the case of Ringed Teal, they are almost surely escaped birds. The White-cheeked Pintails could be natural vagrants, and it is likely that a small fraction of individuals of the species that are rejected are actual wild.

That said, if I were to add a bird to my lists, I'd rather be confident that that bird was truly wild. Pure listers who follow the ABA, AOU, FOS and so-forth guidelines need to understand that the process of adding or declining birds is a careful one that is partially used to understand true representations of bird species to a particular region, and not solely to help those that follow these bodies to pad their lists.

Lastly, if I am reading your post correctly, the idea that you should have withheld the sighting of the teal to make a better case for the pintails is the real violation.
