From what I have observed about birds, they don't pant like we think of dogs doing. I have seen grackles sit in the heat with their mouths slightly open. I think a lot of birds can tolerate heat well as long as they can dissipate it from their feathers. It would also depend on their coloring where a lighter colored bird could tolerate hot temps better because it will emit more heat than it absorbs.
