They still may be moving south. It is still a
bit early for them to be moving back north. They also move about while they are here in the winter.
Great Blue Herons usually start to gather in groups in early March to prepare for their northward migration. We have one wintering on the University of Miami lake. It has its spot near a culvert across from the Lowe Art Museum where there is a small sandbar that it can use for "culvert" fishing as the tide goes out at night. A wintering Pelican also uses this area.
Our wintering turkey vultures and hummingbirds usually leave in mid-April.

: Yesterday I saw several American Robins in Davie and Southwest Ranches in Broward County. It must be migration time.
