The crisp white undertail coverts in that plumage eliminates American Golden-Plover and Pacific Golden-Plover.
The lack of white flanks and the shape of the white plumage running down the neck does not match European Golden-Plover. In European Golden-Plovers, the white running down from the crown would stretch across the flanks and down to the undertail coverts. In this bird, the white gets wider as it goes down to neck and ends rather abruptly at the shoulders -- perfect for Black-bellied Plover.
