Snowy Plovers are resident at both Carlos Pointe and Tigertail Beach. At Carlos Point, park on the south side of the Carlos Pass bridge, walk over the bridge to the north side, then walk the beach north. This area is open to the public. The plovers could be anywhere along this stretch of beach.
