I've never seen a leukistic Little Blue Heron. However, since youngster are already white, and older youngsters are mixed blue and white, it would probably only be noticed in an adult.
Even then, it would be hard to tell from retained plumage unless there were a lot of white.
So adult bare parts (or breeding plumage) + lots of white should do it.
