I'm under the impression that neither species perches on these substrates under any but the rarest/most unusual of circumstances, but I don't have much experience with Broad-wingeds during winter. For the record, I have seen one Broad-winged on a wire, and I recall seeing a photo of a dark-morph Short-tailed perched on a pole.

Here is a photo of a Short-tailed Hawk perched on a wire. I have photos of Broad-winged Hawks perched on wires, when I find them I will post them. To see any Short-tailed Hawk perched on anything is rare, it is common for wintering Broad-winged Hawks to perch on wires.
