I looked in some reference books and here's what I found. Looks like these guys think it's been around here. They all had the same exact scientific name.

Olivarceous cormorant - found in the interior of Cuba and on inland lakes of Watling's Island. The more abundant double=cr ested c. is primarily a coastal species. Neotropical Cormorant - Regular visitor to inland reservoirs in s. Trinidad. (nice description of breeding ariel display), can be hunted but is not often shot. Range -whole of S. America, central America, S. USA, Cuba and the Bahamas A Guide to Birds of Trinidad and Tobago, Richard ffrench, 1980, p.52-3.

Olivaceous cormorant - Three reports from Puerto Rico and two from Virgin Islands. Accidental but may become rare or uncommon visitor. Breeds in West Indies on Cuba and Bahamas straying elsewhere. Also from extreme south central United States through Central and So. America. Guide to Birds of Puerto Rico and the Virgin Islands. Herbert A. Raffaelez 1983 p.86-7, pix.p.15
