Larry is right of course. That's what I get for writing a post late at night and being too lazy to go find my Pyle 2 before aging cormorants. Having never been up close in a cormorant rookery I did not realize that the nestlings were so evenly black, given that most 1st cycle birds are quite pale in the chest and throat.
I still think it would be worthwhile to try to determine the mate of the NECO. Hybridization is pretty rare in cormorants overall so it would be very interesting if that were the case. It is possible that the NECO is just hanging around the rookery and made no attempt to breed.
