Neotropic Cormorant ? at Wakodahatchee

A friend of mine here in New York just got back from a Florida trip and sent me an interesting photo, taken January 23 at Wakodahatchee. It shows a cormorant with a distinct white border around the throat patch. It should be in breeding plumage -- even seen sitting on a nest with young -- but no crests are noticeable in this picture. The tail also appears long. I think this is worth a look at the attached link.
