As someone who spent a month on a NOAA ship (Gordon Gunter), I can say that the Gulf of Mexico illustrates Alex's points about pelagic species very well. The gulf is a virtual desert for pelagic species because there is not much upwelling or mixing of any kind -- it's basically just a big, relatively stagnant hot tub.
