Thank you Elena and Nancy for keeping us well informed. Ricardo happens to be the biologist I spoke with that day. He's the man to talk to about owls and was very helpful and knowledgeable. All he could do at the time was to give me a number to call (the number I posted) for the law enforcement section to initiate a response. Let's hope for the best.
