The FOSRC is reviewing the status of the five localized exotic species in Florida that were grandfathered onto the Official State list when the FOSRC adopted the Robertson and Woolfenden (1992) as its baseline official list. These are:
Muscovy Duck (please note whether these are black wild-types or domestic breeds)
White-winged Parakeet
Budgerigar
Red-whiskered Bulbul
Sport-breasted Oriole
These species have never been assessed to see if they meet the FOSRC criteria to be "established exotics." The criteria can be seen in the rules and procedures of the FOSRC at our website (http://www.fosbirds.org/content/records-committee-rules-and-procedures, see Appendix A at bottom). We have received proposals to delist three of these (White-winged Parakeet,
Budgerigar, Red-whiskered Bulbul) because their populations are small and have declined markedly since they were put on the Official List. Our rules and procedures (part 5b of Appendix A) state:
5b. When reviewing an Established Exotic for possible Disestablishment, the Committee shall first publish a call for evidence of the continued persistence of a viable population of that species in Florida and should allow sufficient time, not less than one year, for that evidence to be collected and provided by the Society s members and others.
Therefore, we would like Florida birders, over the next year, to contribute distributional records of these species, particularly breeding records. Christmas count, migration count , and June Challenge, and Breeding Bird Survey data can also be very informative.
