Here are some more reliable locations for the various parrots/parakeets that have reasonably large (or not so large) populations in Miami-Dade:

Mitred Parakeet: Kendall-Baptist Hospital, loud, conspicuous, and numerous right around the lake with the jogging track.

White-winged Parakeet: near Ocean Bank on Le Jeune and NW 6th St, usually in the date palms in the front portion of the bank

Yellow-chevroned Parakeet: Matheson Hammock, usually as quick flyovers.

In addition, showing up at dawn at the traffic circle at the University of Miami main campus is usually productive for parrots flying out of their roost and towards their feeding areas. There has been a trio of Scaly-headed Parrots hanging out near the bookstore and swimming pool as of late.

I am sure Alex Harper will have some reliable information for Blue-crowned and Nanday Parakeets, which are very reliable in certain locations in Miami-Dade.
