The Ocean Bank on Le Jeune and NW 6th St is by far the most reliable spot I know (I know they are at Miami Shores as well, but that is a bit out of the way for me and not as convenient as these).

I walked in front of the Ocean Bank building, looked around in the date palms, continued walking north for about a block, crossed over to the other side of the street, and walked back south to where I was parked. By keeping a sharp ear (and eye out, they fly fast) and dawdling a bit in the area -- don't give up quickly, you should get to see White-winged Parakeet. Yesterday, I had two zip over the street from the car dealership into the date palms in front of the Ocean Bank.

They seem to also like the trees bordering the used car dealership across the street, I have noticed.

I have seen them at University of Miami (main campus) first thing in the morning as they leave their roosting site, but it is much more hit and miss.
