Hey Don,
The bird in question is a Connecticut Warbler. After talking to some friends we all came to the same conclusion that the bird is a partially leucistic CONW. If you pay attention to some of the field marks shown in your picture you will see that the undertail coverts are very long thus making the tail seem short unlike the other Oporonis species. The bird has uniform yellow underparts as well as long wings and legs. We also talked about how we usually see this piebald or lucistic trait on (AHY/ASY) after hatch year/after second year birds while banding for some reason.
