I have seen Northern Bobwhites outside of ENP on several occasions. However, just as it is possible that your subjects are wild birds, it is also possible that they are escapees. Your quails are bobwhites, regardless of whether they were captive or not. I am not aware of any physical characteristics that would differentiate captives from wild ones. The one thing you got right now is behavior.
I will say that in the tropics, I've gotten fairly close to wood-quail coveys (6' - 8'). They were always on the move, but fairly close none-the-less. I've gotten somewhat close to bobwhites here, but not like what you've described. This probably doesn't help you that much but I thought I'd give it a try.
