In the link you provided Sibley clearly states that in his post about using bird call playbacks he "assumes that it will be used" and so he makes some suggestions in regards to best practices. He also says that there is only one study he is aware of about the effects that playbacks can have on a species - just the one species. That species, as you know, is not anywhere close to being as limited as that of the Mangrove Cuckoo.

So, did Sibley say it was okay? No, he did not. I think common sense would tell any birder that the playing of a tape/I-pod just to get a response during the breeding season is wrong. I would think that if you were standing in/near the right habitat at daybreak, through the first hour of the day, the species would probably call at this time of year and you could then "tick it" for your county year list.
