Robin may be correct, every year that I am at the Dry Tortugas we see gulls like this. When you see them close, there are many worn feathers that are just the feather shafts. They tend to look very white which make one think of an unusual gull. Usually once we get a good look, it turns out to be a very, very worn Herring Gull. Perhaps that is what this bird is.
