Those two birds can be very tough in the area, especially Barn Owls in the warmer months. I would try Research Road in Everglades National Park for the kites, and an area about an hour and a half from Miami for the owls at an area along the Miami Canal in a few Cedars. I don't know the location of the Red Cedar Owl spot, but many people on this board do.
