Sounds to me like a "Amazona" parrot species. As far as I know, there are nine species of amazons breeding in Miami:
Orange-winged, Red-crowned, Lilac-crowned, Yellow-headed, Yellow-crowned, Yellow-naped, Mealy, White-fronted (smallest of the 9 species here), and Blue-fronted. I think all nine have red or orange on the middle of their wings. Relative to the size of a Monk Parakeet, I would say you saw White-fronted. However, it is tough to tell. I would look these guys up online. Good luck!
