They part of the Viera System, but outside of the main facility. When you head west on Wickham Rd, it ends at Viera Water Treatment Plant. Make a right there on to the dirt road, then an immediate left, then almost an immediate right. You'll go through a gate on a road heading north that parallels the power lines. The dirt road goes north to two ponds separated by a berm. The Cormorant likes to hang out on the western end of the berm on some railings near the pump. It usually shows up between 10 and noon. On Google maps, use these coordinates: 28.230241,-80.755155. That's the gate to the ponds.
