It would be VERY unusual Deena, considering that there are probably no records for Black Phoebe in the state of Florida. What you most likely were seeing was a male Black-throated Blue warbler. You should confirm this with your field guide. However, if you still believe you were looking at a Black Phoebe you may want to have your camera handy the next time you see the bird.
