I'm pretty sure the area you are talking about is STA3 (Storm Water Treatment Area 3), managed by the South Florida Water Management District and also managed by the FWC for waterfowl hunting. I've been there on a couple of occasions and yes, the duck and coot/moorhen numbers can be staggering. I don't have DeLorme here now with me, but South seems like the right direction on, I believe, Blumberg Rd.
