As requested:
Enter Key Biscayne via Rickenbacker Causeway and enter main beach parking lot for Crandon Park (fee). Park in the southernmost lot. It is a short walk directly east to the beach. Flats are exposed on low tide. For tide prediction go to:

The tide at Government Cut is the closest measurement.
The southern parking lot is directly in front of the entrance to Crandon Quiet Gardens. Much work has been dedicated lately to the gardens and they are beautiful.
