The GBH is more typical of forests (but also near water) and the yellow cere is less conspicuous. The Mangrove Black Hawk (on Pacific coast) is more typical of sea habitats and the yellow on face is more conspicuous. Both have white tail bands. I would guess Mangrove. If on Caribbean coast of Panama would be Common Black Hawk, though some consider the common and mangrove the same species.
