That sounds a lot like a Common Tern too. I've seen Commons with red bills. Was the bill long or short? The tail on the Arctic should be longer than the wings, whereas Common Terns have equal length.
Just food for thought. We had late Common Terns at Dry Tortugas at the beginning of the month, but we've also had large numbers of Arctic Terns around, too.
