Tricia's right. That's, of course, how they learn to fly, by doing it poorly at first. Usually we just get in the way. A baby bird on the ground should most likely be just left alone, or placed back in the box or nest. The parent is near and watching and will take over as soon as you leave. However, if there are lurking feral cats around they should promptly be consumed with garlic.
