Ringed Teal at Flamingo Gardens

As I was leaving I psased by the duck pond and saw a Ringed Teal (male) who flew from the rail into the water. My membership just expired, so I can't go back and ask if they know about this bird. Presumably they do, but I saw it fly (a short distance) so maybe they don't.
On another note, I wonder why the exotics at Crandon Park on Key Biscayne haven't left. Do those birds get their wings cut or have they just chosen to stay there because they are fed? And is Crandon Park the origin of Florida's Egyptian Goose population?
