At the risk of getting flamed, the ABA Recording Rules and Interpretations are found at the link below ( http://www.aba.org/bigday/rules.pdf ).
Rule 3 requires that, "The bird must have been alive, wild, and unrestrained when encountered."
Rule 3c requires that, "Unrestrained means not held captive in a cage, trap, mistnet, hand, or by any other means and not under the influence of such captivity. A bird is considered under the influence of captivity after its release until it regains the activities and movements of a bird which has not been captured."
Although I originally considered that the booby was countable because it had begun to fly away from the rehab center, I have decided that the booby is not countable because it has yet to (fully) regain "the activities and movements of a bird which has not been captured."
As I read Rule 3c, so long as the booby continues to fly in to the rehab center to perch on a cage and expect to be fed, then it is still under the influence of its captivity.
No flames, please. I honestly don't care who counts the bird, but this is how I read 3c.
