Well indicted is not convicted, and convicted still does not necessarily mean more than a slap on the wrist.
We need to await the disposition of this case before it can be said that it is an exception to the rule.
It would be very interesting to know whether the Navy took any separate action. I hope they did. This from a retired Naval officer!
